Fiscal Responsibility

My Position

When I first ran for State Representative, I promised to work toward balancing the state budget and putting Illinois on a stronger financial position. At the time, Illinois was struggling with unpaid bills, a damaged credit rating, and significantly underfunded pension systems.

Since then, Illinois has made significant progress. The State has enacted consecutive balanced budgets, eliminated its bill backlog, and received multiple credit rating upgrades. While there is still more work to do, I remain committed to responsible budgeting, reducing long-term liabilities, and protecting Illinois taxpayers.


What I’ve Accomplished

I helped pass legislation to transfer $2.7 billion from the Pension Stabilization Fund to the Office of the State Comptroller (HB 2803), helping address Illinois’ long-term pension liabilities.

I have also sponsored and supported legislation focused on strengthening Illinois’ economy and providing opportunities for businesses and working families. HB 2386 provides businesses with an income tax credit for certain employee wellness expenses. I co-sponsored HB 4155, which creates tax credits for businesses that manufacture electric vehicles and EV batteries, and HB 4214, which creates an income tax credit for hospitality employers that provide certain employee benefits.

More recently, I sponsored HB 1290, which would provide an income tax credit to corporations that significantly increase their Illinois workforce, encouraging businesses to create more jobs in our state. I also sponsored HB 1579, which would create a bid credit program to provide economic incentives for small and medium-sized manufacturers seeking state contracts.

In 2026, I introduced HB 4680, which would increase Illinois’ Earned Income Tax Credit, providing additional tax relief for working families. I also introduced HB 4703, the Short Line Railroad Modernization Act, which would create tax credits for investments in short-line railroad infrastructure and modernization.

I have also voted for and helped pass two truly balanced state budgets. Illinois has made significant progress in paying its bills on time, improving its financial position, and addressing the challenges that once left our state struggling with a massive backlog of unpaid bills.


Future Plans

We must still find new ways to balance the budget that do not burden our residents with excessive taxes. Property taxes especially hit the average person and stunt growth in our area.

One of my main focuses going forward will be on keeping taxes low so as to not drive away constituents and give opportunities to live and work in Illinois without significant financial burdens.
